Ben Dovey, head of commercial and operations, Xitus
The legacy and captive insurance sector has entered an era defined by complexity.
Long-tail liabilities can persist for decades, regulatory expectations are tightening, and transactions such as loss portfolio transfers (LPTs) and insurance business transfers (IBTs) demand a level of operational precision that fragmented systems cannot provide.
For organizations managing portfolios, the tools that once supported the runoff industry have become a source of enterprise risk rather than operational support.
Real-time visibility, governance, and audit readiness now require infrastructure built for the realities of modern risk management.
Fragmentation as Enterprise Risk
The challenge Dovey faced at Xitus was both operational and strategic. As the organization expanded, the limitations of fragmented legacy systems evolved into material enterprise risk.
Critical data was siloed across multiple platforms. That fragmentation reduced management’s ability to make timely, informed decisions. Reporting required significant manual intervention, which slowed responsiveness and elevated regulatory, financial reporting, and audit risk.
Incremental fixes, Dovey concluded, were no longer sufficient. The runoff strategies driving the industry forward — LPTs, IBTs, large-scale captive operations — demanded an operational backbone built for transparency and real-time oversight. Xitus needed to fundamentally rethink how risk, claims, reinsurance, and financial oversight were managed.
Redesigning the Operating Model
Dovey led a strategic decision to redesign the operating model. Xitus partnered with INTX to implement the INTX Insurance Operating System, replacing fragmented legacy environments with a unified platform connecting claims, reinsurance, financial reporting within a single source of truth.
Xitus assembled a cross-functional transformation team spanning claims, finance, reinsurance, and operations. Working alongside INTX, the team identified process inefficiencies, eliminated operational silos, and redesigned workflows around greater accountability, visibility, and control. Historical data was consolidated and standardized within the INTX platform, creating a unified source of truth.
The effort required perseverance and strong internal alignment. Transitioning from deeply embedded manual processes to a centralized operating model demanded comprehensive training, stakeholder engagement, and a willingness to challenge long-standing industry practices that had historically limited visibility and efficiency.
Delivering Real-Time Visibility and Scalable Growth
The outcomes of the transformation have materially strengthened how Xitus manages complex global portfolios — across risk management, operational efficiency, governance, and strategic scalability.
Operationally, Xitus significantly reduced reliance on manual processes, accelerating reporting cycles, improving data quality, and increasing confidence in financial, claims, and reinsurance information.
From a risk management perspective, the most significant outcome was the creation of real-time enterprise visibility across claims, reinsurance recoverables, liabilities, and portfolio performance. &
